NRA 2019 Promotional Examination Holds National

The annual promotion examination of the Nigeria Referees Association, NRA took place today Saturday, August 24th, 2019, across the states of the Federation including the Federal Capital Territory, Abuja.

Speaking shortly before the exam, the Secretary General of the Association, Dr Sulieman Omezia, said all was set for the conduct as guidelines were being rolled out to the councils, examination supervisors and candidates. 

This was contained in a circular released from the National Secretariat titled;
2019 Nigeria Football Referees Association Promotion Examination Technical and Administrative Guidelines, signed by the Secretary General, Dr Suleiman Omezia and made available by the National Publicity Secretary, Mr. Kelechi. The circular states further:

"All appointed Supervisors/Invigilators and Councils must comply with the instructions in order to have a hitch-free examination. Furthermore, examination malpractices shall not be condoned. Therefore, all concerned must ensure that no one cheats in the exams. Be informed that DSS will monitor the examination and any centre reported to have cheated will be sanctioned and the Supervisor or Invigilators disciplined.

"It is our sincere believe that this year’s examination will be an improvement over previous years. Consequently, a detailed report is expected from Supervisors on the conduct of the examinations"

On technical instructions, the circular further states;
"Supervisors/Invigilators must read the guidelines and comply strictly, to avoid blacklisting.
"Candidates are advised to follow the examination instructions very strictly to avoid disqualification.

"Only examination number(s) provided should be written on all answer sheets. Anycandidate that writes his/her name and or state will be disqualified.

"Only candidate on the approved list are considered eligible to write the examination.Therefore, those whose names are not on the list should not be allowed to take part in the examination.

"All examination timings must be strictly adhered to. Therefore, candidates are strongly advised to arrive at the venue of examination at least thirty (30) minutes before the commencement of the examination. No candidate shall be given special time to takehis/her examination.

"Candidates that are thirty (30) minutes late should not be allowed to sit for the exams.
"Supervisors are authorized to send away any candidate(s) who is/are observed not to be writing anything but pretending to be writing for a period of one (1) hour or more.

"No paper is allowed into the examination hall except those provided by NRA e.g question papers and answer sheets. Handsets are also not allowed into the examination hall by the  candidates.

"Supervisors/Invigilators should make sure that candidates of the same grades do not sitnear reach other.

"All candidates MUST present NRA ID card or any National Identity cards as a means ofidentity to participate in the examination.

"The examination is in two parts, the General paper and the Technical paper. The Generalpaper is for 1 hour while the Technical paper is for 2 hours.

"The examination shall start with the General paper at 10:00am. Invigilators are to issueout only the General paper questions and answer booklets at the start of the  examination.

"There should be 30minutes break after the General paper and no paper will be issueduntil the commencement of the Technical paper.

"The Technical papers should commence after the break. All grades have separateTechnical paper commensurate to their levels.

"Supervisors/Invigilators are to write their code numbers provided and should also endorsethe entire sheet used. Any paper submitted but not endorsed shall be treated as invalid.Similarly, all answer sheets should be collected, grade-by-grade, while all unused answer sheets must be returned.

"Supervisors/Invigilators must ensure that no candidate is assisted. Therefore, no otherperson(s) is/are allowed into the examination hall apart from the one accredited assistant on administrative matters.

"Supervisors/Invigilators must ensure that candidates’ names are corrected and written infull on the list provided (no initials or names).

"Ensure that no disqualified candidates or candidates whose name did not appear in the master list sit for the examination.

"No Supervisor/Invigilator should register candidates at the exam venue except with the permission of the Secretary General/Chairman of the Exam Committee (V.P 1)

"No Supervisor/Invigilator should photocopy the answer booklets except with thepermission of the Secretary General/Chairman of the Exam Committee (V.P 1)
"Supervisors/Invigilators will be held responsible and blacklisted if they violate theexamination ethics.

"Supervisors/Invigilators should contact NRA Secretary General and National TrainingOfficer for information on the examination"
On cases of examination malpractice, the
Supervisors report (2 copies) on the conduct of the examination and malpractices (if any to) appropriate NRA authorities for necessary action.
Meanwhile, State Councils and Supervisors are advised to adhere to the Technical and Administrative Instructions as plans remain to have  hitch free examination in all the centers.

Finally, the circular adds:

"The list of candidates is attached. Supervisors/Invigilators are to read out the names of candidates before the commencement of the examination.

"Candidates whose passport and forms are not attached stands disqualified"
In a related development, the President, Otunba Tade Azeez has enjoined all councils, Candidates and supervisors to comply with the above stated guidelines warning that the zero tolerance to illicit acts during NRA programs is still in force adding that appropriate sanction awaits defaulters.

He reminded members the importance of the excercise which serves as a foundation to the production of good and qualified referees for the body.
Otunba Tade Azeez used the opportunity to wish the Candidates best of luck and journey mercies to supervisors visiting other state councils for the conduct.
